I think a good band saw with a sharp blade would do this just fine...

Using a band-saw will waste material, gum up the blade and could cause you injury due to the material melting/sticking. This would not be a good idea.

You could design and make a cutter using rotary cutters and a method to re-roll the cut strips back onto tubes after passing thru the cutters.

There are commercial roll/re-roll cutters on the market but they can be very expensive. See link, the economical cutter is a WC-102 @ 2/3rds down the page as another idea.

i was just going to turn my blade around backwards & cut it with my chop saw, glad i posted here first..

I looked at the machines & i do not see one of them in my future purchasing plans...I dont have room for  the equipment i have now ( fixing to knock down a wall for more room).

Well i guess i might try a few things out on some scrap, before i start cutting on a $100 roll

Cool You could always cut a 15" wide strip from the roll and use it that way.  Cool Cool

I have cut a roll with success with and band saw and very fine blade. You have to make sure the roll is very tight and run a wrap of masking tape around it with your mark in the center of the masking tape. However after I heard of cutting it into 9" wide strips for the Craft Robo this has been my method of choice. This method works great for me.
